Upload an input file

Stores an input file in private temporary storage. Requires files:write.

An upload may run for at most 20 minutes; past that it is stopped with 408 and code request_timeout. If request admission is unavailable for longer than about a minute while an upload runs, the upload is stopped with a retryable 503 and code runtime_unavailable, so the four-at-once upload limit holds when admission returns. Retry it with the same Idempotency-Key.

A repeat with the same Idempotency-Key that arrives while the first upload is still running answers 503 with code upload_in_progress and a Retry-After: wait, and repeat with the same key. A repeat after the upload finished returns the file, and never changes it.
